The base game of Cyberpunk 2077 is included with the 2.0 update in the disc while the DLC "Phantom Liberty" is not on the disc but as a voucher. Regardless you still need to update the game in order to play the DLC as it will crash the game if the game has the DLC installed along with the 2.0 update.
The game comes with performance mode (60FPS) and Ray Tracing (4K30FPS).
There are many minor bugs from characters spawning in walls or out of the map, character movement not animating correctly, your vehicle not spawning casing you to restart the game for it to work. During my playthrough of over 70 hours I've only encountered 3 crashes to the system menu. Platinum trophy is achievable offline without an internet connection. The framerate does dip in the main sections of the city but runs smoothly once you are in a less dense area of the game.
At the time of writing this, if you do connect to the internet, your game can access the GOG servers to unlock some GOG specific items and can sync with your save data if you want to transfer your save data to different platforms without updating to the latest update.
