Playable offline.
However, you cannot earn any cosmetic items if you play single-player or local multiplayer (Aside from a Title for performing a secret in the Staff Credits).
Golf (and possibly other sports) will be added post launch as updates.
We know of at least a 003 revision cart that has Golf on cart.
