Mostly multiplayer focused game, however the Big Block DLC adds Offline Bot support along with Marathon mode.
It is possible to level up offline and earn some items, however you cannot earn any items that require purchasing.
All local multiplayer game modes were added in a post launch update. Only offline single player is included on the cartridge.
